A system of risk criteria for the analysis of declarations will be established
The Corruption Prevention Commission has developed draft decisions on “Defining Risk Criteria for the Analysis of Declarations” and “Establishing the Procedure for the Verification of Political Parties’ Annual Reports,” the Commission’s website reports.
The draft decision on “Defining Risk Criteria for the Analysis of Declarations” establishes a system of risk criteria for the analysis of declarations, including a methodology for their quantitative (point-based) assessment and a minimum threshold of risk indicators, upon reaching which the declaration becomes subject to analysis.
The risk criteria include both clearly defined indicators (for example, a negative value of current annual expenses, the presence of cash combined with other circumstances, etc.) and additional risk factors that may be assessed separately in each individual case by the competent department, based on factual data and the declarant’s overall property status.
The regulation also defines the mechanism for forming the list of declarants and declarations subject to annual analysis based on risk indicators, including the use of automatically exported lists.
The proposed regulations will make it possible to ensure a risk-based, uniform and targeted approach to the analysis of declarations, to manage the Commission’s resources more efficiently, and to improve the early detection of corruption risks.
The draft decision on “Establishing the Procedure for the Verification of Political Parties’ Annual Reports” defines the procedure for verifying the annual reports of political parties. Grounds for verifying the annual reports of political parties include being subject to mandatory audit, written applications by individuals or legal persons containing circumstances relevant to the verification of the party’s annual report, media publications containing circumstances relevant to the verification of the party’s annual report, data received from state or local self-government bodies, and the Commission’s own initiative.
The approval of the verification procedure will enable the Commission to ensure the implementation of its supervisory functions, applying the same principle to all parties, as well as to increase the completeness and reliability of the verification of reports submitted by political parties.
