We have a practice that during disciplinary proceedings, those judges who feel or foresee that the outcome may be the termination of their powers leave the system of their own accord, by submitting a resignation. This was stated by the RA Minister of Justice Srbuhi Galyan during a discussion on obstacles to observing reasonable time limits in the examination of judicial cases.
“I cannot say whether this is good or bad. It is bad from the perspective of the citizen, in whose eyes that judge does not ultimately face appropriate accountability, but it is good from the perspective that the judicial system is being cleansed and genuinely cleansed because (sorry, but I can say this with full responsibility) we do not need judges who can examine simple claims for seven years.
