No Exchange Can Be Considered at This Stage, Because the Enclaves Must First Be Delimited: Khandanyan
“There is the issue of enclaves, but it must be addressed within the framework of the delimitation process. An exchange cannot be on the table at this stage, because the enclaves must first be delimited; and when that will occur is unknown, as the delimitation process must continue,”
During this parliamentary briefing, Sargis Khandanyan, a member of the Civil Contract faction, stated:
“The delimitation process must continue and, at some stage of that process - whether in the middle, at the end, or otherwise - the issue of the enclaves must be addressed. After the approval of all protocols on delimitation between Armenia and Azerbaijan, a treaty on the state border must be concluded, and that treaty must be ratified. Demarcation work must then take place, after which Armenia and Azerbaijan will decide how to address the topic of enclaves.
If under any scenario it is decided that Armenia and Azerbaijan should exchange territories, that matter, under the legislation of the Republic of Armenia, cannot take place without a referendum; therefore, a referendum would be required,” he said.
Khandanyan also recalled that the last meeting of the delimitation commissions took place in September, which concerned the agreements reached within the framework of TRIPP.
