The Council of Europe to Support the Drafting of a New Law on Operational-Intelligence Activities
On February 11, Deputy Minister of Internal Affairs Armen Mkrtchyan delivered an opening speech at the third session of the Coordinating Council of the “Continuous Support for the Effective Implementation of Judgments of the European Court of Human Rights in Armenia” program.
Expressing gratitude to the Council of Europe for constructive and effective cooperation,
Armen Mkrtchyan emphasized that the Council of Europe’s support has played a
significant role in the development of the Ministry’s institutional capacities and in
advancing reform processes.
The Deputy Minister of International Affairs presented the positive results achieved
through joint efforts and outlined the main directions of cooperation.
In the context of strengthening the protection of human rights and ensuring alignment with
international standards, Armen Mkrtchyan highlighted the importance of continued
capacity building and systemic reforms. It was noted that the ongoing support of the
Council of Europe will substantially contribute to the sustainable progress of the reforms
undertaken by the Ministry.
The “Continuous Support for the Effective Implementation of Judgments of the European
Court of Human Rights in Armenia” program is implemented by the Council of Europe.
