Territorial issues
- Crimea, Luhansk, and Donetsk are recognized as de facto Russian territories

- A Ukraine reconstruction fund is created using $100 billion of frozen Russian assets
- The US and Europe will invest in restoring Ukraine’s infrastructure and economy
Guarantees and implementation monitoring
- The US provides security guarantees to Ukraine
- A US-Russia working group is created to monitor the implementation of the agreement
- Russia enshrines in its legislation a non-aggression policy toward Europe and Ukraine
- Nuclear non-proliferation treaties are extended
Humanitarian issues
- A full exchange of prisoners of war and the return of civilian hostages are carried out
- Ukraine holds elections 100 days after the signing of the agreement
- Full amnesty is envisaged for all parties to the conflict
Also, the document calls for an immediate ceasefire by all sides after reaching agreement and for the creation of a Peace Council chaired by Donald Trump, which will oversee the implementation of the agreement.
