The first EU assessment mission of the implementation of the Armenia-EU VLAP will be in Armenia in the near future, in order to hold on-site meetings and discussions with the relevant departments of Armenia.
The visit of these experts from EU member states is aimed at assessing the progress of the implementation of the benchmarks of the first phase (Phase 1) in all four directions of the VLAP, related to the legislative and policy framework only. The delegation’s visit will result in the first evaluation report of the EU European Commission on the Action Plan, which is planned to be published in Spring 2026.
The assessment will be carried out in a two-stage format, based on performance: initial benchmarks on the development of the legislative and policy framework; second-stage benchmarks on their practical implementation and enforcement.
The EU Commission will regularly present progress reports based on on-site assessments, observations by EU Member States' experts, and detailed information provided by Armenia.
